Non-core already gives you 2% of the manpower a core state would give even without prince of terror, prince of terror just doubles that to 4%. Thanks in advance, I know this post wasn't easy to read If it's the latter, is there any other way to increase non core manpower and can you please explain how the calculations work. However is this a stacking or set bonus, does it set non-core manpower to 2% of non-core population or does it simply increase the amount of manpower from non-cores by a further 2%? So my question is this, the prince of terror applied a 2% bonus to non-core manpower I believe (from memory). If I annex them, (the challenge is no puppets) I plan on using their manpower even with the severe penalties. Im planning on using non-core manpower as my country has easy access to a country with shit tonnes of manpower yet next to no early-military potential. But whilst I've been gone I've been constantly thinking of a world conquest plan for a country with low manpower.
So forgive me if I don't word everything correct or get shit wrong, I haven't played in a month or so.
